Many Households Do Not Use Adequate Energy for Heating and Cooking
This can lead to progressive health failure for vulnerable people: particularly elderly people and small children. This has profound impact on the lives of those affected. It also places a burden on health and social services in addressing the consequences. Experience and research show that people on low incomes are fearful that asking for help means that they have 'failed' and will lose their valued independence. It also shows that they are suspicious of a commercial 'catch' in offers from energy suppliers.
The Pilot Programme
Rights to Warmth is developing a pilot programme across Great Britain with a number of local authorities, their PCTs and other local partners including the voluntary sector. The programme covers a variety of different types of area: urban, suburban and rural. Each local project is tailored to the needs of the area and complements existing services. The overall programme is therefore designed to build up a range of best practice.
